Objective

·   Integration of academic and other institutions through the development and implementation of international curriculum on hydrogen safety engineering.
·   Development of a database of organisations working in hydrogen industry to form a market of potential trainees and to disseminate results of mutual activities of the network.
·   Creation of a pool of specialists for the delivery of joint training/teaching on hydrogen safety and joint supervision of research students.

Description of work

The establishment of the e-Academy of Hydrogen Safety will be continued by five universities (Universidad Politecnica de Madrid, Spain; University of Pisa, Italy; University of Ulster, United Kingdom; Warsaw University of Technology, Poland; University of Calgary, Canada), and three research institutions (Forschungszentrum Karlsruhe and Forschungszentrum Juelich, Germany; Building Research Establishment, United Kingdom). Partner UU leads this spreading of excellence activity and all partners of the consortium contribute to the e-Academy activities.

Sub-task 15.1. "International Curriculum on Hydrogen Safety Engineering": Development and Implementation

The first version of the International Curriculum on Hydrogen Safety Engineering was developed and delivered in month 17. It consisted of fifteen modules. These are grouped in three categories, namely, five basic modules (thermodynamics; chemical kinetics; fluid dynamics; heat and mass transfer; solid mechanics), six fundamental modules (introduction to hydrogen as an energy carrier; fundamentals of hydrogen safety; release, mixing and distribution; hydrogen ignition; hydrogen fires; explosions: deflagrations and detonations) and four applied modules (fire and explosion effects on people, structures, and the environment; accident prevention and mitigation; computational hydrogen safety engineering; risk assessment).

Improvements have been implemented following the comments of 47 experts from within and outside the NoE HySafe. The curriculum was further developed and refined based on the contents of lectures delivered by Keynote Speakers, representatives of international hydrogen projects, the Department of Energy (USA), and the European Commission during the European Summer School on Hydrogen Safety (ESSHS, HyCourse project, contract No. MSCF-CT-2005-029822). The First ESSHS was held from 15-24 August 2006 (Belfast, month 30) and the Second ESSHS was held from 30 July - 8 August 2007 (Belfast, month 42). The Third ESSHS will be held from 21 July - 30 July 2008 (Belfast, month 53).

The second version of the International Curriculum on Hydrogen Safety Engineering was delivered in month 35 (the most recent update is available on-line). The third version of the International Curriculum on Hydrogen Safety Engineering will be delivered in month 53. The draft for development will be further updated and submitted for publication as an “International Curriculum on Hydrogen Safety Engineering” in the International Journal of Hydrogen Energy, no later than December 2008 (month 58). A final update of the draft for development during the HySafe-project will be delivered in month 59 and subsequently supported on the HySafe-website as an activity of the International Association for Hydrogen Safety.

Actions have been undertaken by HySafe partners to implement the draft for development of the International Curriculum on Hydrogen Safety Engineering into education/training activities. The University of Ulster has begun to deliver a new higher educational programme, namely, the PgCert/PgDip/MSc in Hydrogen Safety Engineering. The course was offered for the first time in month 35 (Jan 2007) and for the second time in month 43 (Sep 2007). Until now the course has attracted learners from twelve different countries: France, Germany, Iceland, Ireland, Israel, Italy, The Netherlands, Poland, Russia, Spain, The United Kingdom, and, The United States of America. The next intake on the PgCert/PgDip/MSc in Hydrogen Safety Engineering is in September 2008 (month 53).

Sub-task 15.2. "Database of Organisations Working in the Hydrogen Industry"

The Database of Organisations Working in the Hydrogen Industry is available on the HySafe website. It has been used to study and form a market of potential trainees and disseminate results of mutual activities of the HySafe network. Upgrade of the database of organisations working in the hydrogen industry will be continued with a target of an annual increase by 1000 new entries and quality control. In the first reporting period (months 1-12) the database was inflated to 1000 entries (by UU), and this number was increased further to 2000 by WUT in the second reporting period (months 13-24). In the third reporting period (months 25-36), UPM continued to upgrade of the database of organisations working in the hydrogen industry. In addition to increasing the number of entries, quality improvement of the existing entries has been undertaken (filling of missing data; correction of wrong entries; actualisation of outdated information; elimination of duplicates; etc.). After quality improvement (month 30), the number of records decreased slightly. In month 36 UPM brought the total number of entries to 2700. In the fourth reporting period, UNIPI increased the number of entries to 3675. In the fifth reporting period, UPM, UNIPI, UU, and WUT are each expected to add 330 new entries to the database.

Lead: e-Academy partners on a rotational basis (5th year lead by UU). Partner UPM, UNIPI, UU, and WUT are each expected to add 330 new entries to the database.

Sub-task 15.3. "Consolidated Topics and Training of Research Students"

A list of Consolidated Topics for Research Students collected from HySafe is available on the e-Academy website. In the first reporting period (months 1-12), 19 consolidated topics have been collected from HySafe Partners. In the second reporting period (months 13-24), this number increased to 25 topics. In the third (months 25-36) and fourth reporting period (months 37-48), this number increased further to 33 topics. The Marie Curie Actions have been used to acquire funding for four of these topics: a grant (contract No. MEST-CT-2005-020245, HySAFEST “EST in Fundamentals of Hydrogen Safety”) has been awarded to complement HySafe activities in this area. Three young researchers have been employed by UU in month 31 to undertake PhD studies on these topics. All are new members of HySafe consortium. A fourth HySAFEST researcher has been employed (month 47) in the 4th period of HySafe activities. Young HySafe researchers with experience less than 10 years have been encouraged to attend the European Summer School on Hydrogen Safety (ESSHS) so that they may benefit from the experience of leading world experts. A Work-in-Progress Workshop for Young Researchers in Hydrogen Safety was held in month 43 in San Sebastian, Spain. Presenters at this workshop were given the opportunity to present a poster at the Second International Conference on Hydrogen Safety (see the ICHS page for more information). The next Work-in-Progress Workshop for Young Researchers in Hydrogen Safety will be held on 26th July 2008 (month 53) in Belfast during the Third European Summer School on Hydrogen Safety, Belfast, 21-30 July 2008.

Sub-task 15.4. "Creation of a pool of specialists for delivery of joint training/teaching on hydrogen safety and joint supervision of research students"

Training is an essential component of HySafe’s objective to spread its excellence. There is a clear need for qualified staff (i.e. a pool of specialists able to deliver education and training) while at the same time the quality of integration in the HySafe network is reflected by the quality of the joint programme for training researchers and other key staff within and outside the network. Moreover, the dependence on financial support from the Community obviously counteracts the durable integration in HySafe through education/training. The e-Academy implements EC requirements for achieving durable integration by a number of mechanisms which include, but are not limited to short courses, e.g. the European Summer School on Hydrogen Safety, and higher educational programmes, e.g. the PgCert/PgDip/MSc in Hydrogen Safety Engineering. Therefore WP15 academia partners (UU, UNIPI, WUT, UPM) have already taken commitments to establish in their institutions self-sustaining, accredited higher educational courses/module(s) as the first step:

·   UU will proceed with the further development and delivery of a PgCert/PgDip/MSc in Hydrogen Safety Engineering (month 55).
·   UU will organise the Third European Summer School on Hydrogen Safety, Belfast, 21-30 July 2008 (month 53). Those attending this Summer School will collect 30 CATS Points of the 180 CATS Points needed for an MSc degree in Hydrogen Safety Engineering. See PgCert/PgDip/MSc in Hydrogen Safety Engineering for more information.
·   UNIPI will develop a module “Hydrogen Safety” in the context of the existing course “Renewable Energy” (month 60).
·   UPM will develop a module “Safety in Hydrogen Vehicles” (month 60).
·   WUT will develop and deliver a CPD course “Safe Production, Transportation and Use of Hydrogen as a Fuel” (month 60).

After the establishment of such courses at partner institutions eligible to deliver higher education, their mutual recognition at the European level becomes possible, and hence the creation of the European University of Hydrogen Safety (EUHS). Other HySafe partners are encouraged to join these activities, e.g. research organisations through their teaching activities at partner-Universities in their locations. The development of Europe-wide postgraduate and doctoral programmes by the EUHS is needed to propel the hydrogen economy.

To facilitate the creation of a pool of specialists, able to contribute to the establishment of Hydrogen Safety Engineering as a new profession for the emerging hydrogen economy through the joint delivery of coherent training/educational programmes, all HySafe partners are encouraged to enrol their staff annually. These are potential candidates for becoming teaching staff of a future European University of Hydrogen Safety.

Tuition fees for HySafe Members involved in staff development for the delivery of educational/training programmes will be paid from the Hysafe budget (see calculation of the HySafe contribution to the tuition fees by a Hysafe-partner). At the 9th HySafe Network Governing Board (NGB) Meeting held on 12 March 2008 at the Commissariat a l'Energie Atomique, Paris, France, the NGB ratified the following decision “We support the inclusion of past and future tuition fees for the enrolment of HySafe Partner Members onto higher educational course(s) in hydrogen safety into the HySafe Partner’s Budget.”

To summarise, the essence of this Subtask is twofold:

·   Enrolment of HySafe partner member(s) of staff onto the PgCert/PgDip/MSc in Hydrogen Safety Engineering. This approach will stimulate future teaching activities, including the establishment of the European University of Hydrogen Safety, where those partners could participate.
·   The development and delivery of modules and short courses.

Sub-task 15.5. "Database of Peer Reviewed Journal Papers Published by HySafe Partners"

To facilitate the dissemination of knowledge generated by HySafe partners, and, to promote HySafe achievements to the public and institutions outside the network, a database with references to peer reviewed journal papers on hydrogen safety, published by HySafe partners since the start of the project, has been created (month 47). These references are collected from all partners and placed on the public domain of the HySafe e-Academy website. By the end of the fourth reporting period (month 48), 39 references have been collected from HySafe Partners. This work will continue in the fifth reporting period and a final update will be placed on the HySafe-website (month 59) and will be transferred to the International Association for Hydrogen Safety.

Sub-task 15.6. "Alumni Database"

An Alumni Database of learners involved in the teaching and training activities supported by HySafe will be created on the HySafe-website (month 49) and updated annually (month 59). HySafe members will be asked to submit their details for inclusion into the Alumni Database.
